I want to be able to have iCloud Photos turned on, so that photos from my iPhone continue to appear in Photos on the Mac.And besides - even if I wanted to pay the absurd price for iCloud's top-end 2TB storage option, it isn't big enough. It's a joke to have those on my iPhone it struggles to handle the files and the screen is tiny. I want it on the Mac because it's got a big screen and I can connect it to even bigger screens. I have terabytes of high-resolution TIFF imagery from a high end digital camera on the Mac. It syncs all photos on all devices to all other devices with no further choices/options. With iCloud photos, it's catastrophically worse. I'd created there - don't upload to Photo Stream. Photos in the macOS photo library in general - albums etc.But since I can't take photos on my Mac (webcam doesn't really count!), there was no danger of flooding the photo stream with other stuff I have on macOS. That means they'd appear in (i)Photo(s) on my Mac, too.They'd upload to Photo Stream (usually iCloud is very buggy).
